The second is the rational use of mineral resources, especially the comprehensive utilization of domestic complex mines. At present, the utilization rate of complex ore is very poor in our country. For example, Baiyun Obo Iron ore contains rich rare earth resources, accounting for more than 90% of the country's total reserves and 5/6 of the world's total proven reserves, known as the "world rare earth treasure house", but the current utilization rate is less than 10%.
The third is to establish a security mechanism to reverse the current situation of material production heavily dependent on resource imports. China's mineral resources rely heavily on foreign imports, according to 2012 data statistics, as the main raw material of stainless steel chromium almost all rely on imports, and the import rate of copper concentrate of strategic resources also reached 60%-70%.
Fourth, the development of traditional materials should not be uncontrolled, but also need to grasp the trend of international and domestic demand and production capacity, to coordinate development, to avoid duplication of construction; In addition, the development of steel, non-ferrous metals, cement, plastics and other materials should have a reasonable proportion.
